Jobs at the House of Commons cover around 20 different specialisms, organised into five main departments.  Learn more about the different teams here:

The staff of the House of Commons work across a number of teams and offices, which are listed below

 

Chamber Business Team

The directorate supports proceedings in the Chamber, Westminster Hall and general committees. It comprises the following offices:

Public Bill Office

The office administers all business relating to public legislation and provides advice to the Chair, Members and others on public legislation. It also provides Clerks for general committees including public bill committees.

Private Bill Office

The office administers the House's procedures applying to private legislation and provides advice on those procedures to Members, parliamentary agents and others.

Journal Office

The office manages the procedural knowledge of the House and knowledge of the law and privileges of the House, as well as secretariat for the Standards, Privileges and Petitions Committees and the Speaker's Committees on IPSA and the Electoral Commission.

Table Office

The office assists Members in tabling Parliamentary Questions (PQs) and Early Day Motions (EDMs). The Office also co-ordinates clerk support in the Chamber and Westminster Hall, and produces the House's Order Paper and associated business papers for each day's sitting. It provides the secretariat for the Backbench Business Committee.

Vote Office

The office supplies parliamentary and government documents (including EU documents) to Members and others. Within the Vote Office, the Procedural Publishing Unit provides pre-publication, printing and publishing services for procedural and other offices.

Ways and Means Office

The office provides support for the Chairman of Ways and Means and other Deputy Speakers in their duties in the House, and for the Panel of Chairs.

Committee Office

The Committee Office provides secretariat, advice, research and administrative services for each of the House’s departmental select committees and most other select committees. The Scrutiny Unit provides specialist support to all committees, assists public bill committees and staffs some ad hoc committees. The Web and Publications Unit provides specialist support and advice in respect of committee websites, online publication of committee evidence and reports and electronic provision of information to committee members. The Committee Directorate also provides the secretariats of the House’s governance bodies, including the House of Commons Commission.

The Official Report

The Official Report (Hansard) is responsible for providing reports of the proceedings of the House, Westminster Hall and Committees, and processing and printing written ministerial statements, petitions and ministerial corrections.  Parliamentary Audio and Visual oversees production and distribution of the audio video (AV) record, the broadcasting and webcasting of both Houses, operates the annunciator service and provides an audio-visual archive service.

Overseas Office

The office manages the House’s official relations with overseas Parliaments, including responsibility (via the Parliamentary Assemblies Section) for the UK delegations to the Council of Europe, NATO and OSCE Parliamentary Assemblies, responsibility for the National Parliament Office in Brussels, and running a range of inward visitor, professional exchange and capacity-building programmes with other Parliaments.

Team Services

The office provides budgetary and financial management support to the Department. It also carries out office management and communications functions.

The two offices which are brigaded with  CCT for budgetary purposes are:

Office of Speaker's Counsel

The Office of Speaker's Counsel provides legal advice to the Speaker and departments of the House; scrutinises domestic secondary legislation and private Bills in support of relevant committees; and scrutinises EU legislation in support of the European Scrutiny Committee

Office of the Parliamentary Commission for Standards

The Office of the Parliamentary Commissioner for Standards which advises both the Committee on Standards and individual Members on standards matters.  the Commissioner monitors the operation of the Code of Conduct and the Guide to the Rules that apply to Members.  In addition, she is responsible for the maintenance of the four Registers, of which the most important is the Register of Members’ Financial Interests. She considers and, if needed, investigates allegations against Members who may have breached the Code or related Rules.

The Communications Office manages media relations, enquiry handling and proactive communication activities. It also ensures that staff, Members and Members' staff are effectively informed of the role, activities and ambitions of the House Service. 

Corporate Services is critical to supporting a thriving parliamentary democracy. We run a range of services that keep the House working on a day to day basis. Corporate Services consists of five areas:

Financial Planning, Performance and Financial Services

Financial Planning, Performance and Financial Services coordinates financial planning and budgeting; provides financial advice and support; processes and oversees financial transactions and HAIS support from the systems accounting function. The team develops the corporate strategy and business plans; monitors business performance and KPIs.

People

People develops policies on pay and reward and frameworks for managing people and ensuring their well-being; runs transactional services relating to staff including payroll, pensions and employee administration; provides professional HR support and training to Members, House and Members staff; supports career development. This team combines the payroll and pension functions with the majority of HR services to create closely integrated systems and processes for managing HR and payroll data accurately and efficiently. The aim is to increase collaboration, coordination and synergies across all areas of HR and people management and to ensure that there is a consistent outward looking, customer-focused approach to people management. The team supports the development of individual and organisational capabilities, through high quality learning programmes. A multidisciplinary team provide medical, healthcare and counselling services to Members, Peers and staff of both Houses.

Diversity and Inclusion

Diversity and Inclusion leads and coordinates work promoting and supporting equality, diversity and inclusion across the House to ensure that everyone on the Parliamentary Estate is treated with dignity and respect. The team manages outreach schemes and leads on the development of House wide talent programmes. The team actively supports the Workplace Equality Networks (WENs) by ensuring that their work is aligned to the corporate strategic objectives set out in the D&I Strategy.

Efficiencies, Joint Working and Team Services

Joint Working and Efficiencies manages programmes to develop joint working with the Lords and to achieve efficiencies. The programmes support the continuous improvement agenda across both Houses. The Efficiencies Programme is a three year programme to make us more efficient and reduce our budget. Team Services provide team-wide services including: office and secretariat, business and financial planning, business continuity and performance and risk monitoring. The team provides support to Members about insurance as well as managing some corporate contracts, such as the Travel Office.

Enterprise Programme Management Office (EPMO)

The Enterprise Portfolio Management Office, as a Centre of Excellence, reports to the Joint Investment Board and will professionalise project and programme management across Parliament.

The Governance Office supports the Clerk of the House of Commons and the Director General of the House of Commons in their roles.

Its key functions are to:

  • provide the secretariat for the Commission and Executive Committee;

  • coordinate strategic business planning and performance management;

  • provide assurance through risk management, business continuity planning and internal audit;

  • coordinate communications to Members, Members’ staff and House staff.

Accommodation and Logistics Services

The team is responsible for a wide range of office and reception services including the management of contracts for cleaning, internal logistics, mail, stationery and Late Night Transport provision. The logistics service is shared with the House of Lords.

Catering Services

Catering Services is responsible for catering facilities throughout the House of Commons, including cafeterias, fine dining, banqueting and bars.

Curator’s Office

The Curator's Office is responsible for the Parliamentary Art Collection and for all aspects of its care, management and development. The Curator’s Office helps to promote understanding of the Collection and provides advice to both the House of Lords and the House of Commons Works of Art Committees.

Parliamentary Maintenance Services

The Parliamentary Maintenance Services is responsible for maintenance and planned maintenance on the Parliamentary estate and is a service shared by the House of Lords. It also is responsible for Historic Furnishings and Decorative Arts, fire safety, energy and environment and overseeing contracted specialist services such as fire alarm and security systems maintenance.

Serjeant at Arms

The directorate has operational responsibility for access in the House of Commons as well as a range of ceremonial functions. The responsibilities of the Serjeant at Arms apply to maintaining order in the House of Commons Chamber, public galleries, committee rooms and the Commons' areas of the Parliamentary Estate. In doing this it works closely with the Office of the Parliamentary Security Director. It manages the work of the Admission Order Office and the Doorkeepers. 

The Participation team seeks to inform and educate all citizens about the work and role of Parliament - it brings together functions relating to those who visit Parliament and those who engage with it as an institution. The team focuses on building relations with civil society, promoting effective outreach and targeted education experience and materials.

Public Information and Resources

The Public Information team promotes understanding of - and engagement with - the work of the House of Commons. The team runs a busy public enquiry service, produces and maintains online content, works with digital communities and partners and leads on a number of social media channels. It also produces informal and formal learning content and projects for a variety of audiences.

Public Outreach and Engagement

The Outreach and Engagement team works with people and communities across the United Kingdom to increase public understanding of, and engagement with the UK Parliament. The service raises awareness of the work, processes and relevance of Parliament through a programme of events and activities that take place across the UK. The team aims to engage with people who’ve not had any interaction with Parliament.

The Public Outreach and Engagement team is bicameral.

Education Service

Parliament’s Education Service aims to inform, engage and empower young people to understand - and get involved in - Parliament, politics and democracy. The service runs a year-round programme of school visits to Parliament for students aged 5-18, a national teacher-training and outreach programme, and develops classroom resources to support the teaching and learning of political literacy.

The Education Service is a bicameral function.

Visitor and Retail Services

The Visitor Services team help visitors to access and understand the work of the UK Parliament and the history and heritage of the Palace of Westminster by providing help, guidance, information and an excellent level of customer experience to those visiting the Houses of Parliament.

The House of Commons Retail Service provides a wide range of high quality merchandise that reflects the House of Commons and Houses of Parliament. Our Jubilee shop, located in Westminster Hall, is for visitors to Parliament. We also have a shop located outside Parliament on Bridge Street, which is popular with visitors to Westminster, and an online shop where a selection of our items are available.

Visitor Services is a bicameral function.

Team Services

Team Services works across a number of areas Participation to support staff in their roles. The team spans variety of functions - Finance, Office Services, Business Support, Performance Measurement and Communications – and works across a number of areas to support staff in their roles, ensuring that the work being done is joined up with other teams across the House.

The Research and Information team delivers services for Members, their staff and House staff. This includes:

  • Member enquiries
  • Briefing papers on legislation, other House business and topical issues
  • Training in the use of online resources and library services
  • Maintaining the Library’s collections of books, periodicals, and online subscriptions
  • Providing content and support to procedural and parliamentary systems
  • Managing controlled vocabularies to add value to parliamentary material on the intranet and website

Research

The House of Commons Library provides impartial information and research services for Members of Parliament and their staff in support of their parliamentary duties. One of the main products of the Library is the research briefings, which are published on the parliamentary website. These briefing papers offer an independent summary and analysis of subjects of interest, particularly legislation proceeding through Parliament. The Library also includes the collection of documents, known as deposited papers, which MPs and ministers place in the Library in reply to parliamentary questions.

Parliamentary Office of Science and Technology

The Parliamentary Office of Science and Technology (POST) is the UK Parliament's in-House source of scientific advice. POST uses the latest research evidence to analyse public policy issues and publishes its findings in POSTnotes; provides both formal and informal advice to select committees; runs horizon scanning exercises to identify trends in policy, science and technology; and organises events to build connections between parliamentarians and leading experts.

Information Rights and Information Security

The Information Rights and Information Security (IRIS) team works to Members and staff make the right decisions about processing, protecting and disclosing information and data you are required to work on. Privacy, confidentiality, integrity and accessibility are the fundamental principles of the work of the IRIS service.

IRIS is responsible for the House Service’s compliance with the information acts by ensuring requests are handled in line with the House Service’s obligations, and information is made publicly available where appropriate.  

Research Development

The Research Development team focuses on measuring and evaluating outcomes and impact, product development, customer feedback and front of house services. This includes the promotion and distribution of research services.

Information Management

The Information Management team ensure that everyone who works in Parliament can find the information resources they need quickly and easily, and that these resources are available when and where they are needed.
The team is responsible for indexing parliamentary material, acquiring and managing the Library’s collection of hardcopy and digital resources and ensuring that the best and most relevant resources for research staff and Members are available.

Team Services

Team Services works across a number of areas in R&I to support staff in their roles. The team spans variety of functions - Finance, Office Services, Business Support, Performance Measurement and Communications – and works across a number of areas to support staff in their roles, ensuring that the work being done is joined up with other teams across the House.

Property Planning and Design

Provision of specialist support functions to programme/project delivery teams, including estates surveying, asset planning and systems development, engineering, conservation and architecture, along with development of systems. Provision of expert advice on corporate real estate.

Portfolio Management Office (PMO)

Working across the portfolio of estates projects in both Houses to provide integrated scheduling, management of interdependencies, resource management, portfolio analysis and reporting, plus other controls and assurance to enable successful project delivery.  This team works in close cooperation with the Enterprise PMO

Restoration & Renewal (R&R)

Programme management of Restoration and Renewal and of decants across all programmes; development of the Client Delivery Authority including the transition to this of Strategic Estates; procurement of strategic supply contracts for R&R; management of programme level contracts; joint communications with related programmes and corporate teams.

Northern Estate Programme (NEP)

Programme management of the Northern Estate buildings, including Richmond House.  Overseeing the procurement of strategic supply contracts for the NEP and management of programme level contracts.

Project Delivery

Delivery of all construction projects whether or not commissioned by the strategic programmes or directly by other business areas to a common set of standards and processes. Management of suppliers that operate at project level.

Business Support

Provision of central business support functions and management of administrative resource embedded within the other teams.
Finance Partner: Management of Strategic Estates’ finances.
